St. Thomas, USVI — A former FEMA employee is facing federal charges for allegedly turning disaster relief resources into personal loot. Duane Woods, Jr. has been indicted on counts of Receiving Stolen Government Property and Grand Larceny, accused of siphoning off government-issued equipment meant for emergency response and funneling it into his own pockets.
According to the indictment, Woods, while employed with the Federal Emergency Management Agency, abused his position to convert FEMA-owned property for personal use. Among the stolen items: a high-capacity generator, multiple smartphones, computer monitors, and several iPads — all purchased with taxpayer funds intended to bolster recovery efforts in the U.S. Virgin Islands.
The theft didn’t go unnoticed for long. Federal investigators from the Department of Homeland Security’s Office of Inspector General and the FBI launched a coordinated probe that peeled back layers of misuse. Evidence suggests Woods didn’t just borrow the gear — he seized it, integrating government assets into his private life as if they were his own.
Now, the fallout begins. Assistant United States Attorney Nathan Brooks is leading the prosecution, building a case that underscores a breach of public trust.
