NEW YORK, NY – Two Chinese nationals are trading the streets of Wuhan for federal prison cells after receiving lengthy sentences for their roles in supplying the deadly ingredients for fentanyl production. QINGZHOU WANG, a/k/a “Bruce,” was slammed with a 25-year sentence, while his colleague, YIYI CHEN, a/k/a “Chiron,” will spend 15 years behind bars. The pair were convicted in February 2025 after a two-week jury trial before U.S. District Judge Paul G. Gardephe.
The sentences, announced by U.S. Attorney for the Southern District of New York, Jay Clayton, and DEA Administrator Terrance C. Cole, mark a significant blow against the international networks propping up the fentanyl epidemic. Clayton didn’t mince words: “American families are burying loved ones because of fentanyl and individuals like Qingzhou Wang and Yiyi Chen who unlawfully market and supply the ingredients to make it.” This wasn’t just a business transaction; it was a deliberate fueling of a national crisis.
The operation, run through AMARVEL BIOTECH, a Wuhan-based chemical manufacturer, exported massive quantities of precursor chemicals used in fentanyl and its analogues. Evidence presented at trial revealed that WANG, as principal executive, and CHEN, as marketing manager, knowingly shipped over 200 kilograms of these chemicals to the U.S. after being explicitly informed they would be used to manufacture fentanyl. Even after learning of American deaths linked to fentanyl made with their products, they continued to negotiate multi-ton shipments, accepting payment in cryptocurrency. The greed was blatant, the disregard for human life chilling.
The DEA’s investigation, utilizing confidential sources, uncovered the full scope of the conspiracy. In late 2022, AMARVEL BIOTECH, through a sales representative identified as FNU LNU, a/k/a “Er Yang,” a/k/a “Anita” (“YANG”), shipped nearly a kilogram each of the fentanyl precursors 1-boc-4-AP and 1-boc-4-piperidone, along with 893.6 grams of the methamphetamine precursor methylamine, to New York. The operation didn’t stop there. In March 2023, WANG and CHEN traveled to Bangkok, Thailand, to meet with undercover DEA agents posing as fentanyl traffickers, discussing the ability to supply *ton quantities* of the deadly precursors.
During that Bangkok meeting, the pair callously offered “technical assistance” with fentanyl production, boasting of “a lot of customers in America and Mexico.” They acknowledged reports of deaths linked to their product, yet continued to pursue profits. DEA Administrator Cole’s statement summed it up perfectly: “These executives turned a Chinese chemical company into a pipeline of poison…Americans were dying, but they kept selling.” The sentences are a clear message: anyone profiting from American deaths will be pursued, no matter where they hide.
The case underscores the complexities of combating the fentanyl crisis, which requires international cooperation and relentless investigation. While WANG and CHEN are now facing consequences for their actions, the fight against fentanyl trafficking remains far from over.
