CHARLESTON, W.Va. – Andrew Fleshman, a former correctional officer at the Southern Regional Jail in Beaver, West Virginia, was today sentenced to eight years and four months for his role in the assault of inmate Q.B., which led to Q.B.’s death on March 1, 2022.
Fleshman, 22, from Shady Spring, pleaded guilty before Chief United States District Judge Frank W. Volk and was also sentenced to three years of supervised release following his prison term. According to his plea agreement, Fleshman used excessive force against Q.B., who had attempted to leave his assigned pod.
Upon arriving at the scene, Fleshman and other officers restrained Q.B., then, while he was handcuffed and posed no threat, they struck and injured him in an interview room. The assault was intended as punishment for Q.B.’s actions, according to Fleshman’s admissions.
This sentencing marks the latest development in a series of convictions related to the tragic death of Q.B. Other former correctional officers have faced prison terms ranging from three years to over two decades.
The case has been investigated by the FBI Pittsburgh Field Office and Charleston Resident Agency, with prosecution led by Deputy Chief Christine M. Siscaretti and Trial Attorney Tenette Smith of the Justice Department’s Civil Rights Division in partnership with the U.S. Attorney’s Office for the Southern District of West Virginia.
