Florida Cop Sentenced for Sex Crimes

A former Hialeah police sergeant has been sentenced to three years in prison for violating the civil rights of three women.

Jesus Manuel Menocal Jr., 34, pleaded guilty to three counts of violating the civil rights of women by sexually exploiting them. He was sentenced in federal court in Miami, Florida, to three years in prison and one year of supervised release, the statutory maximum sentence.

The crimes, which occurred while Menocal was on duty and in uniform, included forcing a woman to touch his exposed penis, coercing another woman into performing oral sex on him, and forcing a third woman into submitting to oral and vaginal sex. Menocal also admitted to bringing a fourth woman into a Hialeah Police Department building and ordering her to remove her shorts and underwear, causing her to expose her buttocks to him.

Assistant Attorney General Kristen Clarke praised the victims for their courage in coming forward and said the Justice Department will continue to vigorously prosecute cases of police officers who abuse their authority to prey on those they are sworn to protect.

U.S. Attorney Juan Antonio Gonzalez for the Southern District of Florida said Menocal’s actions were a betrayal of the public’s trust and that the prosecution shows the government will hold accountable those who abuse their positions of power.

The FBI Miami Field Office investigated the case, with assistance from the Hialeah Police Department. The case was prosecuted by Assistant U.S. Attorneys Edward N. Stamm, Monica K. Castro, and Ilham Hosseini of the Southern District of Florida, and Trial Attorney Kyle Boynton and Special Litigation Counsel Samantha Trepel for the Justice Department’s Civil Rights Division.

The case serves as a reminder that police officers who abuse their authority will face justice, and that the victims of these crimes will be heard and protected.
