Florida Man Charged in Jamaica-Based Lottery Scam

A 25-year-old man from Broward County, Florida, has been arrested and charged in connection with a Jamaica-based lottery scam. Delroy Drummond, 25, is accused of participating in a telemarketing fraud scheme that targeted elderly victims in the United States.

According to a criminal complaint, Drummond’s co-conspirators contacted victims and falsely informed them that they had won a lottery. The victims were then instructed to pay several thousand dollars in taxes and fees to collect their winnings. Drummond allegedly received money from multiple victims via the United States Mail, Federal Express, and United Parcel Service between April 2015 and December 2015.

Drummond was previously warned by law enforcement in September 2013 to stop receiving money from victims of telemarketing fraud. However, he continued to participate in the scheme, using a fictitious name and fraudulent identification to receive funds.

Drummond’s arrest was the result of an investigation by the U.S. Postal Inspection Service, U.S. Immigration and Customs Enforcement’s Homeland Security Investigations, U.S. Marshals Service, Broward Sheriff’s Office Narcotics Interdiction Task Force, and the Miami-Dade Police Department Economic Crimes Unit.

Drummond faces a maximum statutory sentence of 20 years in prison if convicted of the charges against him, which include mail fraud and wire fraud.

A hearing in federal court is scheduled for Thursday, January 28, 2016, at 10:30 a.m. before U.S. Magistrate Judge Lurana S. Snow.
