Esmeralda Soriano, Food Stamp Fraud, California 2025

⏱ 2 min read

Esmeralda Soriano, the 48-year-old owner of a Santa Ana-based fruits-and-vegetables food truck, has been indicted on charges of food stamp fraud. Soriano, who also goes by the names ‘Esmeralda Aguilar’ and ‘Esmeralda Silva’, allegedly committed the crime in Santa Ana, California, between April 2025 and April 2026. Her business, Soriano Produce, was authorized to accept Electronic Benefits Transfer (EBT)-SNAP transactions, but law enforcement discovered suspiciously high-dollar transactions and rapid back-to-back transactions, indicating possible fraud.

Soriano’s food truck was found to be the highest-redeeming vendor of Supplemental Nutrition Assistance Program (SNAP) benefits among nearby fruit-and-vegetable stores and large grocery stores. The business had a total store volume of approximately $640,924, more than six times its nearest competitor, and an average purchase amount of $151.41. This raised red flags, as Soriano Produce had more than 9,700 fewer transactions than the closest store, yet still managed to redeem the most SNAP benefits.

The indictment, which was returned by a federal grand jury, charges Soriano with two counts of illegal trafficking in SNAP benefits. She is scheduled to be arraigned on August 13 in United States District Court in downtown Los Angeles and is currently free on $5,000 bond. If convicted, Soriano could face serious penalties, including fines and imprisonment.

The investigation into Soriano’s business was likely led by federal agencies such as the FBI, which has been cracking down on food stamp fraud in recent years. The case highlights the importance of monitoring and enforcing SNAP benefits to prevent abuse and ensure that the program is used for its intended purpose: to help low-income individuals and families purchase food.
