Joel Dowen, a 46-year-old Concord, California resident, orchestrated a violent extortion scheme that involved threats, violence, and a shooting at federal officers. Between 2020 and 2024, Dowen and his co-defendant, Micah-Luc Almeida, conspired to manufacture and distribute large quantities of MDA and psilocin. The scheme took a dark turn when Dowen arranged for the violent assault of an 80-year-old man, causing life-threatening injuries, in an attempt to extort millions of dollars and a drug-manufacturing recipe.
Dowen’s plea agreement revealed a pattern of threats and violence against the victim and their family. He also set the victim’s home on fire and continued to threaten them even after the assault. When law enforcement intervened, Dowen shot at federal officers. The investigation led to the seizure of hundreds of kilograms of waste material from a drug manufacturing laboratory in Richmond, California.
Dowen pleaded guilty to all counts, including mailing threatening communications with intent to extort, assault on a federal officer with a deadly weapon, conspiracy to manufacture and distribute MDA, and bank fraud. His co-defendant, Almeida, pleaded guilty to conspiring to deal drugs with Dowen. On the day of sentencing, United States District Judge Jon S. Tigar handed down an 18-year prison sentence to Dowen, while Almeida received a three-year sentence.
The sentencing brings an end to a violent and complex case that involved extortion, drug trafficking, and violence against law enforcement. The investigation and prosecution were likely the result of a collaborative effort between federal agencies, including the FBI and DEA.
