A 2009 Halloween drive-by killing in Chicago’s Humboldt Park neighborhood was preventable, say federal prosecutors. A gang member fired into a car, killing a passenger, after months of federal investigation. Agents had identified the defendant as highly volatile, but prosecutors waited for more evidence.
Assistant U.S. Attorney Andrew S. Boutros and ATF Special Agent Christopher C. Amon now lead a new approach to anti-violence initiatives. With dozens of new federal prosecutors on board, they’re pushing to charge high-risk defendants sooner.
Boutros recalls the case, where agents had made undercover firearm purchases from the gang member and referred the case for prosecution. ‘I heard him; he was right,’ Boutros said of the agent’s warning.
The outcome? Multiple indictments, nearly two dozen convictions, and prison sentences. But Boutros and Amon question whether the case should have sat for so long.
