NASHVILLE – A shockwave has hit the Fort Campbell military base as U.S. Army Soldier Robert Cecilio, 39, from Clarksville, Tennessee, faces child exploitation charges for his despicable actions.
Cecilio, an active-duty soldier, was arrested by the Federal Bureau of Investigation (FBI) today after a criminal complaint was unsealed in the Middle District of Tennessee. The complaint reveals that between May 1, 2024, and the present, Cecilio has been using Snapchat to communicate with at least three minor female victims.
Investigators have uncovered over 8,400 contacts between Cecilio and one of the victims, including nude photos and videos. Army CID Special Agents and Military Police Officers apprehended Cecilio as he entered Fort Campbell on August 8, 2025. After waiving his Miranda rights, Cecilio confessed to inappropriate sexual communications with many minors and admitted possessing child pornography.
Should Cecilio be convicted, he faces a minimum sentence of 15 years in federal prison and a fine of up to $250,000. The FBI, Nashville Field Office, Clarksville Resident Agency, and the Army CID are jointly investigating this case. Assistant U.S. Attorney Monica R. Morrison is leading the prosecution.
This case is part of Project Safe Childhood, an initiative by the Department of Justice aimed at combating child sexual exploitation and abuse. For more information on Project Safe Childhood, visit www.justice.gov/psc.
As this complaint is merely an allegation, Robert Cecilio is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
