FORT WORTH, TX – Phillip Sean Anthony, 42, is headed back to federal prison after being sentenced Wednesday to 100 months for a brazen attempt to secure two U.S. passports using stolen identities. The sentencing, handed down by U.S. District Judge Ada Brown, marks the latest chapter in a long criminal history for the Fort Worth man, who authorities are calling a “prolific criminal mastermind.”
According to court documents, Anthony first dipped his toes into the fraudulent scheme on August 16, 2023, submitting a passport application backed by a stolen birth certificate and debit card. When that attempt failed to yield results, he doubled down, filing a second application on January 2, 2024, utilizing yet another stolen driver’s license, birth certificate, and debit card. Investigators, however, weren’t fooled. A search of Anthony’s residence uncovered a veritable treasure trove of pilfered documents – birth certificates, driver’s licenses, and credit/debit cards bearing the names of multiple victims, including those used in his passport applications.
Acting United States Attorney for the Northern District of Texas, Nancy E. Larson, announced the sentence, highlighting the severity of Anthony’s actions. He pled guilty in November to the federal offenses of making a false statement in an application for a passport and aggravated identity theft. But this wasn’t Anthony’s first rodeo. Prosecutors revealed a prior 84-month federal sentence for mail fraud and aggravated identity theft, during which he fled to California for three years – naturally, using a passport in a stolen identity.
The timing of Anthony’s latest scheme added another layer of grim detail. He was already under indictment in Dallas County for sexual assault of a child when he began applying for the fraudulent passports in 2023 and 2024. This detail clearly weighed heavily on Judge Brown, who didn’t mince words during sentencing. She described Anthony as a “prolific criminal mastermind” who has lived a “life of con,” suggesting a pattern of calculated deceit and disregard for the law.
The investigation was conducted by the U.S. Department of State, Diplomatic Security Service – a clear signal that federal authorities are taking passport fraud seriously, especially when it’s coupled with other serious offenses. Assistant U.S. Attorney Ryan P. Niedermair skillfully prosecuted the case, building a solid case against Anthony and securing a significant prison sentence.
Anthony’s history demonstrates a disturbing pattern of behavior. He isn’t simply a fraudster; he’s a predator who exploits vulnerable systems and individuals to facilitate his own escape and avoid accountability. The 100-month sentence, while substantial, may only temporarily pause the activities of this seasoned con man.
