Teldrin Foster, PPP Fraud, Georgia 2020

ATLANTA – The Paycheck Protection Program (PPP) was supposed to be a lifeline for struggling small businesses during the COVID-19 pandemic, but Teldrin Foster, John Gaines, and Carla Jackson turned it into a personal ATM. These three have been sentenced for their part in a scheme that defrauded over $11 million from the program.

Foster, Gaines, and Jackson are among 23 individuals who have been convicted and sentenced for their roles in this fraudulent operation. According to U.S. Attorney Ryan K Buchanan, these defendants exploited a relief program meant for small businesses to keep them afloat, using it instead to line their own pockets.

U.S. Attorney Buchanan made clear that the sentences are a message: fraud against the government will not be tolerated. ‘These defendants have been held accountable for depriving this program of funds desperately needed by some of the most vulnerable in our society,’ he said.

Special Agent in Charge Keri Farley of the FBI Atlanta echoed Buchanan’s sentiment, emphasizing that the FBI is committed to holding individuals accountable who abuse taxpayer dollars. ‘The FBI will continue to hold accountable those who abused taxpayer dollars and diverted them from citizens who desperately needed them,’ Farley stated.

Demetrius Hardeman, Special Agent in Charge of IRS Criminal Investigation for Atlanta Field Office, highlighted the ongoing efforts of the IRS to investigate and prosecute fraud against the government. ‘Even after four years since Congress enacted these programs, they are still being held accountable,’ Hardeman said.

The details of their scheme were as grim as the sentences they received. Foster was involved in obtaining at least 14 fraudulent loans between April 2020 and August 2020, each valued between $700,000 and $850,000. Gaines Reservation and Travel, a business for which Gaines obtained an $806,710 loan, had no employees or payroll expenses – yet the application was supported by fabricated documents.

As the grimy details of their fraud unravel, Foster, Gaines, and Jackson are facing prison terms that reflect the gravity of their crimes. Their sentences serve as a stark reminder that even during times of crisis, justice will be served.
