Defendant Indicted for Firearm Possession in Louisiana

Frander Ulises Espinoza-Rugama, a 27-year-old native of Nicaragua, has been indicted for being an illegal alien in possession of a firearm in Louisiana.

According to court documents, on or about June 30, 2024, Espinoza-Rugama was found in possession of a Smith & Wesson Model SW9VE, nine-millimeter handgun. He was arrested by Immigration and Customs Enforcement – Enforcement and Removal Operations officers for violating immigration laws.

Frander Ulises Espinoza-Rugama faces a maximum penalty of 15 years of imprisonment, up to a $250,000 fine, up to three years of supervised release, and a $100 mandatory special assessment fee if convicted.

U.S. Attorney Duane A. Evans reiterated that an indictment is merely a charge and that the guilt of the defendant must be proven beyond a reasonable doubt.

This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone.

U.S. Attorney Evans praised the work of the U.S. Immigration and Customs Enforcement – Enforcement and Removal Operations and the Kenner Police Department in investigating this matter.

Assistant United States Attorney Spiro G. Latsis of the General Crimes Unit is in charge of the prosecution.
