Frank Her, Credit Card Fraud, California 2023

A Sacramento resident was sentenced to six years and six months in prison for his role in a massive credit card fraud scheme targeting Target Department Store customers.

Frank Her, 39, was found guilty of conspiracy to commit access device fraud, possession of device-making equipment, and possession of stolen mail, U.S. Attorney McGregor W. Scott announced.

According to court documents, Her was the mastermind behind an organization consisting of up to 50 people who created hundreds of fraudulent credit cards, stole mail, and compromised victims’ identities.

Her’s scheme involved using unauthorized Target REDcard account numbers to obtain items worth over $1,000 in a one-year period. The scam affected hundreds of victims, resulting in estimated actual losses of over $200,000.

Her operated a ‘credit card lab’ out of his garage, where he used device-making equipment to create fake credit, debit, gift, and other banking cards. He also falsified government identification documents and washed checks.

Her would create fraudulent Target REDcards, distribute them to his co-conspirators, and direct them to use the cards to purchase merchandise at Target stores in the Sacramento area. To avoid detection, Her would often send his co-conspirators to Target alone or wear disguising clothing and accessories.

This case is the result of an investigation by the U.S. Postal Inspection Service. Assistant U.S. Attorneys Matthew M. Yelovich and André M. Espinosa are prosecuting the case.

Five of Her’s co-defendants have already been sentenced, with the final co-defendant, Amy Her, scheduled to be sentenced on October 25, 2018.
