Frank McClellan, Cocaine Trafficking, Pennsylvania 2021

In a major blow to organized crime, a McKeesport man has been sentenced to 18 years in prison for his involvement in a cocaine trafficking ring.

Frank McClellan, 55, was sentenced to 216 months of incarceration, followed by five years of supervised release, for his conviction of violating federal narcotics laws. The sentence was imposed by Senior United States District Judge Arthur J. Schwab on January 14, 2025.

McClellan was found guilty of conspiring to distribute and possess with intent to distribute five kilograms or more of cocaine, a Schedule II controlled substance, as well as 280 grams or more of cocaine base. The charges stemmed from an investigation that revealed McClellan’s involvement in the cocaine trafficking ring between March 2021 and September 2021.

The investigation was a collaborative effort involving the Drug Enforcement Administration, McKeesport Police Department, Allegheny County Sheriff’s Office, Penn Hills Police Department, Allegheny County Police Department, City of Pittsburgh Bureau of Police, and Allegheny County District Attorney’s Office.

United States Attorney Eric G. Olshan commended the agencies involved in the investigation, stating that their work was instrumental in bringing McClellan to justice. The case was prosecuted by Assistant United States Attorney Katherine C. Jordan on behalf of the government.

The prosecution of McClellan is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States.

With the sentencing of McClellan, law enforcement officials are hailing the case as a significant victory in the fight against organized crime. The case serves as a reminder of the importance of collaboration and coordination among law enforcement agencies in taking down complex criminal networks.
