John Wallace Buchanan, Narcotics Conspiracy, New York 2024

Fredonia, NY – In a devastating blow to the Chautauqua County community, 37-year-old John Wallace Buchanan pleaded guilty to narcotics conspiracy, a charge that carries a maximum penalty of 20 years in prison.

The U.S. Attorney’s Office for the Northern District of New York announced the guilty plea, which was entered before U.S. Magistrate Judge Michael J. Roemer. Assistant U.S. Attorney Joshua A. Violanti is handling the case, which stems from Buchanan’s involvement in a conspiracy to sell heroin and methamphetamine in the Fredonia area.

Buchanan’s illicit activities extended far beyond the confines of his residence, as he utilized social media to conduct his drug trafficking operations and engage in unlawful firearms activities. His customers, including one identified as B.G., would often discuss controlled substances via social media before making purchases.

Tragically, one of those customers, B.G., would ultimately meet a fatal end. On January 10, 2022, the Ellicott Police Department responded to a death investigation at B.G.’s residence in Celoron, NY. Law enforcement seized B.G.’s cell phone, which contained a social media conversation between Buchanan and B.G. from January 7, 2022. During the conversation, Buchanan sold methamphetamine and an opioid to B.G., who would later send a message stating, ‘That stuff is strong.’

The investigation into Buchanan’s activities was a collaborative effort between the Jamestown Police Department, under the direction of Chief Timothy Jackson, the Drug Enforcement Administration, under the direction of Special Agent-in-Charge Frank A. Tarentino III, New York Field Division, the Chautauqua County Sheriff’s Office, under the direction of Sheriff James Quattrone, and the Ellicott Police Department, under the direction of Chief William Ohnmeiss Jr.

As part of the Organized Crime Drug Enforcement Task Forces (OCDETF) operation, this effort aims to disrupt and dismantle high-level criminal organizations that threaten the United States. Sentencing for Buchanan will be scheduled at a later date, as he faces a maximum penalty of 20 years in prison for his role in the narcotics conspiracy.
