Julio Arsenio Rodriguez, Money Laundering, Florida 2024

Miami, FL – In a grim reminder of the consequences of financial crimes, a Miami federal district judge has sentenced fugitive Julio Arsenio Rodriguez, 62, of Hialeah, Florida, to 87 months in prison for his role in a multimillion-dollar conspiracy to commit money laundering. The judge also ordered Rodriguez to pay $3,709,860 in restitution.

Between August 2020 and August 2022, Rodriguez conspired with a network of South Florida clinics to submit millions of dollars in fraudulent claims to Medicare and Medicaid for durable medical equipment (DME) that was medically unnecessary and not provided to patients. The scheme orchestrated by Rodriguez resulted in the submission of millions of dollars in false claims, lining the pockets of those involved.

But Rodriguez’s crime spree didn’t end there. He also served as the legal owner and registered agent of several fictitious companies, which he used to launder the proceeds of the health care fraud. His brazen attempts to conceal his illicit activities only added to the severity of his crimes.

However, Rodriguez’s luck ran out when he failed to appear at a calendar call in March 2023, resulting in a federal warrant being issued for his arrest. Eight months later, he was tracked down in the Dominican Republic, attempting to open businesses in the country. His attempt to flee justice was short-lived, as he eventually surrendered to U.S. authorities and returned to Miami to face charges.

Rodriguez pleaded guilty to conspiracy to commit money laundering in January, and it was only a matter of time before he faced the music. The case against Rodriguez was investigated by the FBI Miami, HHS-OIG Miami, and the Florida Office of the Attorney General Medicaid Fraud Control Unit (MFCU), with valuable assistance provided by the U.S. Marshals Service Office of International Operations (OIO) Dominican Republic Foreign Field Office (DRFFO) and the Drug Enforcement Administration (DEA) Caribbean Division Financial Investigative Team.

Special Assistant U.S. Attorney Marc Canzio prosecuted the case, with Assistant U.S. Attorney Marx Calderon handling asset forfeiture. The sentence handed down by the judge serves as a stark reminder of the consequences of financial crimes and the importance of holding perpetrators accountable for their actions.

The case is a testament to the tireless efforts of law enforcement agencies to combat financial crimes and bring those responsible to justice. As the investigation and prosecution of Rodriguez demonstrate, no one is above the law, and those who attempt to flee or hide from their crimes will ultimately face the consequences.
