NEW BERN, N.C. – A violent gang member has been brought to justice for a brazen shooting incident that left a co-defendant severely injured. Quaneik Kasson Allen, a 23-year-old Wilmington resident and validated member of the notorious Double I Bloods street gang, was handed a 115-month prison sentence for possession of a firearm by a convicted felon.
According to court documents, Allen was on post-release supervision from a prior state felony conviction for possession of a stolen firearm when he committed the offense. The incident occurred on April 21, 2019, at the Houston Moore housing complex in Wilmington. Surveillance video captured the brutal assault of a pregnant female by co-defendant Antonio Spencer, who was previously sentenced.
Allen approached Spencer and the two engaged in a fierce struggle, during which a gun Spencer had in his waistband fell to the ground. Allen retrieved the gun and used it to shoot Spencer five times at close range. Responding officers from the Wilmington Police Department stopped Allen while he was leaving the scene and recovered a .38 caliber revolver with five spent shell casings and a .380 caliber handgun.
G. Norman Acker, III, Acting U.S. Attorney for the Eastern District of North Carolina, announced the sentence after it was handed down by U.S. District Judge Louise W. Flanagan. The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) and the Wilmington Police Department investigated the case, while Assistant U.S. Attorney Bryan Stephany prosecuted the case.
This case is part of Project Safe Neighborhoods (PSN), a program aimed at reducing violent crime and making neighborhoods safer. The United States Attorney’s Office for the Eastern District of North Carolina implements the PSN Program through its Take Back North Carolina Initiative, which emphasizes the regional assignment of federal prosecutors to work with law enforcement and District Attorney’s Offices to reduce violent crime rates.
Allen’s sentence is a hard-hitting blow to the Double I Bloods gang, which has been linked to numerous violent crimes in the region. The sentence sends a clear message that gang members will be held accountable for their actions and will face severe consequences for committing crimes with firearms.
