A Puerto Rico man’s greed has left a toxic legacy in the Jobos Bay National Estuarine Research Reserve. Orlando Rivera-Alejandro, a Salinas resident, has admitted to dumping concrete and other fill material in the protected wetlands, home to endangered species like the brown pelican and West Indian manatee.
Between January 2020 and March 2022, Rivera-Alejandro built a gazebo, concrete boat ramp, dock, and PVC poles in the waters of Mar Negro, without permission. He even discharged concrete directly into the water during construction. The damage is irreparable.
The reserve, established in 1981, was designed to protect the delicate ecosystem and provide a safe haven for local wildlife. But Rivera-Alejandro’s reckless disregard for the environment has left a lasting scar.
As part of his plea agreement, Rivera-Alejandro will pay a $50,000 fine and remove the structures he built. But the question remains: what about the long-term damage to the environment? The consequences of his actions will be felt for years to come.
