NEWARK, N.J. – A brazen kidnapping plot unraveled with a guilty plea from Joel Ramon Garcia, 33, a citizen of the Dominican Republic, in Newark federal court. Garcia admitted to his central role in the abduction of two victims in Paterson, New Jersey, a case that saw the perpetrators threaten gruesome harm if their demands weren’t met.
Acting U.S. Attorney and Special Attorney Alina Habba announced the guilty plea, entered before U.S. District Judge William J. Martini on September 9th. Garcia faces a potentially life-altering sentencing date scheduled for January 20, 2026. The indictment charged him with kidnapping, a crime carrying a maximum penalty of life in prison and a $250,000 fine.
Court documents detail a chilling scenario unfolding around November 15, 2023. Garcia, alongside at least one accomplice, forcibly kidnapped the two victims at gunpoint in Paterson. The pair didn’t stop there. They transported the victims across state lines to Massachusetts, escalating the terror by demanding a ransom for their safe return. The desperation quickly turned violent in communication with the victim’s family.
According to the government’s case, the kidnappers directly threatened to sever the fingers of one of the victims if the ransom wasn’t paid – a tactic designed to instill maximum fear and ensure compliance. Thankfully, the victims were ultimately released on or about November 17, 2023, but the ordeal left lasting scars. The details of the ransom payment, if any was made, have not been released.
The successful investigation was a multi-agency effort. The FBI’s New Jersey field office, led by Special Agent in Charge Stefanie Roddy, took the lead, with crucial support from the Boston field office under Special Agent in Charge Ted Docks. Local law enforcement also played a vital role, with contributions from the Paterson Police Department (Officer in Charge Patrick Murray), Passaic County Sheriff’s Office (Sheriff Thomas Adamo), Clifton Police Department (Police Chief Thomas Rinaldi), Bergen County Prosecutor’s Office (Prosecutor Mark Musella), and Cedar Grove Police Department (Police Chief Francis Pumphrey).
Assistant U.S. Attorneys John Maloy of the Organized Crime and Gangs Unit and Carolyn Silane, Deputy Chief of the Economic Crimes Unit, are prosecuting the case. Garcia was represented by defense counsel Michael Rubas, Esq. This case serves as a stark reminder of the brutal reality of kidnapping and the dedicated work of law enforcement to bring perpetrators to justice.
