Garrett Israel, Money Laundering, California 2023

ST. LOUIS – U.S. District Judge Sarah E. Pitlyk has handed down stiff sentences for Carl Von Garrett, 55, and Tobiyyah Israel, 39, in a landmark money laundering case tied to the notorious Sinaloa drug cartel.

In separate hearings, Garrett was sentenced to 135 months in prison and Israel to 36 months. Both men were convicted by jury in May of conspiracy to commit money laundering and money laundering charges. Garrett faced an additional count for his role in the crime.

Evidence at trial revealed Garrett laundered nearly $1 million for the Sinaloa cartel in seven transactions last spring. He now faces a money judgment of $744,864, representing the drug proceeds funneled to the cartel. Investigators seized substantial cash from both defendants, totaling over $200,000.

Luis Miguel Hernandez, 38, pleaded guilty and admitted working under Garrett’s direction to facilitate meetings with DEA agents. Antonio Jones, 51, was also sentenced for his role in the scheme. The investigation was a collaborative effort by multiple law enforcement agencies, including the DEA, IRS, FBI, and local police departments.

This case is part of an Organized Crime Drug Enforcement Task Force (OCDETF) operation aimed at dismantling high-level criminal organizations. For more information on OCDETF, visit here.
