Peter Rafael Dzibinski Debbins, Espionage Conspiracy, Virginia 1996

ALEXANDRIA, Va. – former Army Green Beret Peter Rafael Dzibinski Debbins, 45, of Gainesville, faces charges for his alleged role in a Russian espionage conspiracy. Court documents指控表明,从1996年至2011年,Debbins与俄罗斯情报机构的特工合作,向他们提供美国国家安全信息。

During that time, Debbins periodically visited Russia and met with Russian intelligence agents. In 1997, he was assigned a code name by the Russians and signed a statement affirming his desire to serve Russia.

Debbins served as an active-duty officer from 1998 to 2005 before being selected for the U.S. Army Special Forces. He allegedly provided Russian agents with information about his chemical and Special Forces units while on active duty and continued to do so after leaving service in 2008.

The allegations include Debbins providing details of his unit, identifying team members for recruitment by Russian intelligence, and revealing classified information. “Debbins violated his oath as a U.S. Army officer, betrayed the Special Forces, and endangered our national security,” said John C. Demers, Assistant Attorney General for National Security.

According to James A. Dawson, Acting Assistant Director in Charge of the FBI Washington Field Office, Debbins is accused of providing information to Russia’s GRU. “Debbins fell very short of the trust placed in him and exploited his role in the military,” said Dawson.
