NORFOLK, Va. – In a severe blow to the region’s drug trade, Winston Jerome Perry, alias Chuck, 42, was yesterday sentenced to 16 years in federal prison for possession with intent to distribute para-fluorofentanyl and being a felon in possession of a firearm.
According to court documents, investigators conducted three sting operations with Perry earlier this year. During these transactions, they recovered several small bags containing fentanyl and cocaine from Perry’s possession. A search of his vehicle and residence yielded four handguns, digital scales, packaging materials, a suspected ledger, and significant quantities of narcotics.
The recovered drugs included 42.06 grams of cocaine base, 34.56 grams of cocaine hydrochloride, 69.1 grams of fentanyl, and substantial amounts of heroin-fentanyl mixtures. Additionally, the investigation turned up 197.11 grams of methamphetamine hydrochloride.
Perry has a lengthy rap sheet, having been convicted previously for eluding police, reckless driving, driving without a license, cocaine possession, intent to distribute cocaine base, and possessing a firearm in relation to drug trafficking. As a repeat offender, Perry is legally prohibited from owning firearms or ammunition.
The sentencing was announced by U.S. Attorney Erik S. Siebert of the Eastern District of Virginia, Christopher Heck of ICE HSI Washington D.C., Mark Talbot of the Norfolk Police, and Ramin Fatehi of the Norfolk Commonwealth’s Attorney. The case was prosecuted by Graham M. Stolle and Anthony Marek.
