Kenneth R. Woodard, Threatening Federal Officials, Virginia 2024

Alexandria, Va. – In a chilling turn of events, Kenneth R. Woodard, 57, of Fairfax, Virginia, has pleaded guilty to making threatening communications over interstate commerce and threatening to kill federal officials. The defendant’s brazen actions targeted employees of both the Department of Veterans Affairs (VA) and the U.S. Postal Service (USPS).

According to court documents, Woodard called the VA crisis line on April 29 demanding to speak with a specific VA police officer. Threatening violence, he declared his intention to arrive at the hospital armed with an armor-piercing firearm. On May 13, he made three calls to USPS Customer Care Center employees, each time threatening to kill one of them and declaring plans to bring a gun if his package was not delivered that day.

His threats escalated further on the same day as he told Postal Inspectors he would shoot someone outside a local post office if he didn’t receive his package. He claimed to be a U.S. Marine sniper, boasting of three firearms and warning inspectors that they should come prepared for armed confrontation.

In another disturbing call on May 28, Woodard threatened VA Crisis Specialist by promising to find and rape her husband and children. This string of terrorizing calls culminated in the most recent threat to violence against federal employees.

Scheduled for sentencing on November 26, Woodard faces up to 10 years in prison. Despite the gravity of his charges, actual sentences for federal crimes are typically less than maximum penalties, with a federal district court judge determining any sentence after considering U.S. Sentencing Guidelines and other statutory factors.

The case is being prosecuted by Special Assistant U.S. Attorney Jacob Mercer, following an announcement from U.S. Attorney for the Eastern District of Virginia, Erik S. Siebert; Inspector in Charge of the Washington Division, U.S. Postal Inspection Service, Damon E. Wood; and Inspector General of the Department of Veterans Affairs, Cheryl L. Mason. Further details can be found on the websites of the U.S. Attorney’s Office and the District Court for the Eastern District of Virginia.
