A grim tale of corruption unfolds as Shannel Peoples-Hilliard, 46, a former business manager for a Richmond private school, pleads guilty to embezzling an astonishing $239,820. The charges stem from a four-year scheme where Peoples-Hilliard funneled school funds into her personal accounts.
Peoples-Hilliard’s duties as the school’s business manager granted her control over the institution’s credit card, intended solely for official purposes. However, she abused this trust, charging personal expenses ranging from lavish vacations to high-end entertainment and luxury goods. Her deceitful ploy reached its peak on May 24, 2024, when she used the credit card to throw a $1,591.77 party at Rocketts Landing, Boathouse.
But her deception didn’t stop there; Peoples-Hilliard manipulated the school’s bank reconciliation reports, misrepresenting her personal expenditures as official school expenses. Her lies included attributing a Royal Caribbean cruise and a Winston-Salem hotel stay to school construction costs.
Senior U.S. District Judge Henry E. Hudson accepted Peoples-Hilliard’s guilty plea, with sentencing set for January 22, 2026. She faces up to 20 years in federal prison—a fate that will be determined after considering the U.S. Sentencing Guidelines and other factors.
The case has been prosecuted by Assistant U.S. Attorney Carla Jordan-Detamore, who represents the Eastern District of Virginia’s U.S. Attorney’s Office. Erik S. Siebert, the U.S. Attorney for the Eastern District of Virginia, and Stephen Farina, Acting Special Agent in Charge of the FBI’s Richmond Field Office, announced the charges.
