CHARLESTON, W.Va. – In a chilling revelation from the United States Attorney’s Office for West Virginia, Ian Michael Cramer, 27, of Richmond, has pleaded guilty to transporting a minor across state lines for the purpose of sexual activity.
Cramer admitted using a cellphone app in September 2015 to lure a 15-year-old girl from Cross Lanes into engaging in illegal acts. The evening of September 18, 2015, Cramer drove the young victim from West Virginia to his apartment in Richmond, where they engaged in sexual activity.
However, law enforcement caught up with Cramer’s despicable scheme on September 20, 2015. Authorities arrived at Cramer’s residence and rescued the minor, putting a stop to the predatory behavior.
As a result of his guilty plea, Cramer now faces a federal prison sentence ranging from 10 years to life. He is also subject to at least five years and possibly a lifetime of supervised release, along with a fine that could reach $250,000. Additionally, Cramer must register as a sex offender.
United States Attorney Carol Casto emphasized the severity of the crime, stating, “The United States Attorney’s Office will continue working with our law enforcement partners to keep children safe from predators like Cramer. The consequences of these crimes should send a clear message – those who endanger our youth face serious prison time.”
This investigation was a collaborative effort involving the FBI, Kanawha County Sheriff’s Department, Virginia State Police, and New York State Police. Assistant United States Attorney Lisa G. Johnston is handling the prosecution. Sentencing for Cramer is set for January 11, 2017.
The case serves as an ongoing initiative by the United States Attorney’s Office to combat child sexual exploitation and abuse in the Southern District of West Virginia.
