Crissy Monique Baker, 45, from Fairfax, Virginia, has hit rock bottom after pleading guilty in U.S. District Court for making false, fictitious, or fraudulent claims. The 45-year-old federal employee fraudulently claimed to have worked more hours for the government than she actually did, bilking the U.S. Treasury out of over $225,000.
Baker, who was employed as a management and program analyst at the U.S. Department of Housing and Urban Development (HUD) from October 2021 until May 2025, conducted her fraudulent activities under the radar by moonlighting for two other federal agencies without seeking approval from HUD. Her scheme involved working more than 24 hours in a single day for both her full-time government job and her contractor positions.
According to court documents, Baker was employed as a human resources assistant for AmeriCorps between September 2021 and April 2023, and as a human resources specialist for the National Institutes of Health from May 16, 2022, until December 2, 2022. Despite her dual employment, she submitted timesheets to HUD certifying hours she never worked, including a claim that she logged 26-hour workdays on 13 days out of 21 in June 2022.
Baker’s deception was made possible by her ability to telework for all three positions, allowing her to keep her employment with HUD and the contractors separate. U.S. District Court Judge Sparkle L. Sooknanan has set sentencing for September 30, 2025.
The investigation into Baker’s fraud was a collaborative effort by multiple Inspector General offices and agencies, including AmeriCorps, Housing and Urban Development, the Department of Energy, and the FBI Washington Field Office. The case is being prosecuted by Assistant U.S. Attorneys Will Hart and Kondi Kleinman.
This shocking betrayal of public trust serves as a stark reminder of the lengths some individuals will go to line their own pockets at the expense of hardworking taxpayers.
