EUGENE, Ore. — In a harrowing case of cross-state sexual exploitation, 25-year-old Guatemalan national Leonias Juber Ramos-Garcia has been charged with traveling to Washington to sexually abuse a minor in Oregon.
Ramos-Garcia, who is unlawfully residing in Culver, Oregon, has been slammed with federal charges for coercion and enticement of a minor to engage in unlawful sexual activity. Court documents揭露 that Ramos-Garcia met the victim at a Jefferson County business in 2024. His despicable actions continued when he delivered a note containing cash and expressed his affection in February 2025.
In March, Ramos-Garcia is accused of engaging in sexually explicit communication and persuading the minor to engage in illegal acts at an Oregon hotel. The abuse didn’t stop there; in April, he took the victim across state lines to a Washington hotel for further sexual exploitation.
On Tuesday, Ramos-Garcia was nabbed by authorities in Culver, Oregon, and today faced his first court appearance before a U.S. Magistrate Judge. He was ordered detained pending additional legal proceedings.
This case is the result of a joint investigation by Homeland Security Investigations (HSI), the FBI, and the Jefferson County Sheriff’s Office, with support from agencies including DEA, ICE Enforcement and Removal Operations, and Madras Police Department. Assistant U.S. Attorney William M. McLaren is leading the prosecution.
