CLEVELAND, OH – The streets of Cleveland saw a surge of federal muscle this summer as part of “Operation Legend,” a nationwide initiative launched in response to a spike in violent crime. The Department of Justice, led by Attorney General William P. Barr and U.S. Attorney Justin Herdman, announced a significant update today, detailing over 2,000 arrests across participating cities, including a crucial breakthrough in the homicide of Eric Hakizamana.

Since its inception on July 8, 2020, Operation Legend has become a full-scale assault on criminal enterprises in nine cities, starting in Kansas City, MO, and expanding to include Cleveland, Detroit, Milwaukee, Chicago, Albuquerque, St. Louis, Memphis, and Indianapolis. The operation, named in memory of four-year-old LeGend Taliferro who was fatally shot in Kansas City, combines the resources of federal agencies like the ATF, DEA, and FBI with local law enforcement.

The numbers paint a grim picture of the scale of the problem – and the response. Across all “Legend” cities, authorities have seized 587 firearms, over 1.2 kilos of heroin, and more than five kilos of methamphetamine. The DEA alone confiscated almost 70 kilos of methamphetamine, over 16 kilos of heroin, and more than 7 kilos of fentanyl, alongside over 12 kilos of cocaine, 268 firearms, and a staggering $5.19 million in illicit drug proceeds. The U.S. Marshals Service has been equally active, racking up 1810 arrests, including 163 for homicide and 120 for sexual assault.

Here in Cleveland, 66 defendants have been hit with federal charges. Of those, 41 face narcotics-related offenses, 22 are charged with firearms violations, and 3 are accused of other violent crimes. Critically, police were able to arrest a suspect in the June 29th murder of Eric Hakizamana, a case that became a focal point when Operation Legend arrived in Cleveland on July 29th. U.S. Attorney Justin Herdman stated, “We have made significant progress in Cleveland since the launch of Operation Legend. This progress includes arresting and charging drug traffickers, removing illegal firearms off our streets and putting repeat violent crime offenders behind bars.”

The operation isn’t without its tragedies. Detective James Skernivitz, a sworn Operation Legend task force officer assigned to the FBI’s Violent Crimes Task Force, was killed in the line of duty. Herdman paid tribute, stating, “Detective Skernivitz was a sworn Operation Legend task force officer assigned to the Federal Bureau of Investigation’s Violent Crimes Task Force. The work he and his unit have done to help reduce violent crime in our community is invaluable and will have long-lasting effects. Operation Legend will not be the same without Detective Skernivitz, but the good work he has done will live on.”
