Harrison Elliot Combs, 28, a registered sex offender from Independence, Mo., was sentenced Wednesday, May 15, to 15 years in federal prison without parole for receiving, attempting to distribute, and possessing child pornography over the internet. The sentence, handed down by U.S. District Judge Roseann Ketchmark, includes an additional 20 years of supervised release following incarceration.
Combs pleaded guilty on Aug. 10, 2018, to one count of receiving child pornography, eight counts of attempting to distribute child pornography, and one count of possession. The charges stem from multiple incidents involving peer-to-peer file-sharing networks, where his computer was traced downloading and sharing exploitative material on several occasions.
The probe began when law enforcement monitored file-sharing networks and found Combs’s IP address actively distributing and downloading child pornography. On Sept. 23, 2016, officers raided his Independence residence, seizing his cell phone, computers, a gaming system, thumb drive, and optical discs. Forensic analysis uncovered approximately 1,631 images and 168 videos, the majority depicting infant- to toddler-aged females subjected to sexually explicit acts by adults.
A second wave of downloads was detected in January 2017, when Combs’s computer was again caught transferring child pornography across the network. Between Jan. 7 and Jan. 16, some 1,962 image and video files were downloaded, including content showing prepubescent boys and girls as young as toddlers enduring abuse by adults. A follow-up search warrant led to his arrest and the seizure of additional digital devices.
Combs has a prior conviction for possessing child pornography, marking him as a repeat offender under federal law. His status as a registered sex offender at the time of these crimes compounded the severity of the charges and sentencing.
The case was prosecuted by Assistant U.S. Attorney Catherine A. Connelly and investigated by the FBI and the Kansas City, Mo., Police Department. It was brought under Project Safe Childhood, a Justice Department initiative launched in 2006 to combat child sexual exploitation through coordinated federal, state, and local action.
