Harry Crawford, Extortion and Conspiracy, Maryland 2024

Baltimore, Maryland – The grimy halls of justice have delivered a heavy blow to Harry Crawford, 57, who has been sentenced to 12 years in federal prison followed by three years of supervised release. This sentence comes after Crawford pleaded guilty to the collection of a debt by extortionate means from David Wutoh, conspiracy to commit health care fraud, and conspiracy to defraud the United States.

United States Attorney for the District of Maryland Rod J. Rosenstein; Special Agent in Charge Nicholas DiGiulio of the Department of Health and Human Services’ Office of Inspector General; Acting Special Agent in Charge Thomas J. Holloman of the Internal Revenue Service – Criminal Investigation, Washington, D.C. Field Office; and Baltimore County Police Chief James W. Johnson announced the sentence.

Crawford, the President and CEO of RX Resources and Solutions (RXRS), a durable medical equipment provider, was at the center of a sordid scheme that began in 2012 when he approached his employee Matthew Hightower to facilitate a loan to Crawford’s friend David Wutoh. The promised return on investment was sky-high, but Wutoh failed to repay.

According to court documents, Crawford and Hightower resorted to harassment and coercion, culminating in the tragic shooting of Wutoh, for which Hightower was later sentenced to 380 months in prison.

Crawford’s plea agreement also revealed a healthcare fraud conspiracy with Elma Myles, who worked as a biller at RXRS. Together, they defrauded Medicaid and other health benefit programs through false billing and overcharging.
