Takeeia & Shanasia Hawkins, HOPE Program Fraud, North Carolina 2024

RALEIGH, N.C. – The Hawkins family of New Bern faced justice as Takeeia Hawkins, 43, and her daughter Shanasia Hawkins, 22, were sentenced for their involvement in a scheme to steal over $850,000 from the NC HOPE Program (North Carolina Housing Opportunities and Prevention of Evictions Program). Both women pleaded guilty to conspiracy to commit mail fraud earlier this year.

Takeeia was handed a sentence of 36 months in prison, while her daughter Shanasia received 15 months. The duo claimed to be landlords with tenants unable to pay rent due to the COVID-19 pandemic, submitting fraudulent applications for emergency rental assistance from the program. They amassed nearly $150,000, lavishing it on gifts and gambling.

“This case is a stark reminder that some will exploit the struggles of others during tough times,” U.S. Attorney Michael Easley commented. “We’re committed to holding these defendants accountable and ensuring that federal funds meant for struggling families are used as intended.”

Acting Special Agent-in-Charge George Richardson from the U.S. Department of Housing and Urban Development (HUD) echoed this sentiment: “The HUD OIG is dedicated to protecting the integrity of our programs. We will not tolerate fraud and will pursue those who try to profit from such criminal activity.”

SBI Director Robert Schurmeier added, “Today’s sentencing demonstrates that justice prevails even in challenging times. Those who seek to exploit vulnerabilities will be held responsible.” Treasury Acting Inspector General Rich Delmar emphasized the importance of oversight in maintaining program integrity.

Several other family members and acquaintances are also implicated in this elaborate scheme. Takeeia’s son, Jmari Hawkins, 24, along with Jonell Ojeda, 23, and Tevin Evans, 26, all pleaded guilty for their roles and await sentencing later this summer.

The NC HOPE Program was established to provide emergency rental assistance during the pandemic. The group’s deception led to a total attempt of over $870,000 in fraud, with over $250,000 being successfully stolen.
