Hector Manuel Castro-Quirino, Conspiracy to Distribute Controlled Substances, Texas 2022

DALLAS, TX – A Dallas man with a penchant for cash and a thriving drug operation has been sentenced to two decades behind bars. Hector Manuel Castro-Quirino, 49, received the 20-year federal sentence Wednesday after pleading guilty in September 2022 to conspiracy to distribute controlled substances. The bust, conducted by the Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF), Dallas Police Department, and the Texas Department of Public Safety, revealed a staggering $1.595,185 in cash hidden throughout Castro-Quirino’s residence.

The investigation began in June 2021, when a confidential informant steered law enforcement toward a suspected drug house on South Acres Drive. Undercover agents quickly confirmed the tip, making multiple purchases of methamphetamine and cocaine. The operation culminated in a July 13, 2021, raid executed by a SWAT team. Castro-Quirino initially attempted to evade capture, fleeing to the attic of his home before surrendering to authorities.

What officers found inside was a trafficker’s hoard. Five gallon-sized bags packed with 594 grams of methamphetamine and 1,447.8 grams of cocaine were discovered in the master bedroom, alongside detailed ledgers documenting customers and payments. The scene also included 14 firearms, several of them loaded, suggesting a willingness to defend his illicit enterprise. But the most striking discovery was the sheer volume of cash, stuffed into tube socks, shoe boxes, a trash bag, and a banker box. Counting the money took investigators hours.

According to court documents, Castro-Quirino admitted to receiving roughly one kilogram of cocaine weekly and one kilogram of methamphetamine monthly. His common-law wife, Vanesa Cervantes, 39, allegedly managed the financial records for the operation. Cervantes, too, faced justice, pleading guilty to misprision of a felony (concealment) and receiving a 21-month federal prison sentence on Wednesday.

U.S. Attorney for the Northern District of Texas, Leigha Simonton, announced the sentencing, emphasizing the severity of the crime and the significant financial impact of dismantling the operation. Judge Barbara M.G. Lynn ordered Castro-Quirino to forfeit the entire $1,595,185 seized during the raid, a substantial blow to his criminal network. The government was represented by Assistant U.S. Attorney Phelesa Guy.

This case serves as a stark reminder of the persistent drug trade operating within Dallas and the commitment of federal and local agencies to disrupt these networks. The sheer amount of cash recovered underscores the profitability of the illegal drug market and the lengths traffickers will go to protect their earnings. The ATF’s Dallas Field Division continues to investigate similar cases, aiming to stem the flow of dangerous drugs into North Texas communities.
