CHARLOTTE, N.C. — A sprawling methamphetamine trafficking ring stretching across four North Carolina counties has been busted, with Charles Ray Hildebran, 46, of Hickory, N.C., and four others hit with federal charges. A grand jury indictment unsealed today alleges Hildebran, Phillip Anthony Godfrey, 47, of Newton, N.C., Jeffrey Ben Pavkovich, 52, of Gainesville, Georgia, Britton Nicole Metcalf, 34, of Morganton, N.C., and Billy Dean Potter, 36, of Hickory, N.C., conspired to flood Western North Carolina with high-purity meth from at least 2018 through October 2021.
The indictment charges all five defendants with conspiracy to traffic methamphetamine, possession with intent to distribute, and distribution of the drug. Hildebran, Godfrey, Pavkovich, and Metcalf face additional, more severe charges: each is accused of possessing firearms in furtherance of drug trafficking. Hildebran also faces a separate count of felon in possession of a firearm. Over the course of the investigation, law enforcement seized more than $100,000 in U.S. currency, 20 illegal firearms, and substantial quantities of narcotics.
Hildebran is charged with multiple high-level counts, including distributing 50 grams or more of actual meth and 500 grams or more of mixture—offenses that carry a mandatory 10-year minimum and up to life in prison. Counts 9 and 11 against him allege possession with intent to distribute similar quantities, with a maximum $10 million fine. Count 12 accuses him of possessing firearms to further the drug operation, bringing a 5-year mandatory consecutive sentence.
Godfrey, also tied to large-scale distribution, is charged with possession with intent to distribute 50 grams or more of actual meth on Count 3 and a similar amount on Count 18. These charges alone expose him to 10 years to life in prison per count. Like Hildebran, he is charged under 18 U.S.C. § 924(c), which mandates consecutive time for using or carrying a firearm during drug trafficking.
The investigation was a sprawling, multi-agency dragnet involving the DEA’s Charlotte and Atlanta offices, ATF, Homeland Security Investigations, the North Carolina State Bureau of Investigation, and local agencies from Burke, Caldwell, Catawba, and McDowell Counties. The coordinated effort spanned state lines, linking Georgia-based suppliers to Western NC distribution cells. Pavkovich, based in Gainesville, is believed to have supplied bulk quantities.
All defendants are currently in federal custody following initial appearances. Assistant U.S. Attorney Christopher Hess is prosecuting the case. As of now, the charges remain allegations—each defendant is presumed innocent until proven guilty beyond a reasonable doubt in court. Sentencing, if convicted, could see any one of them spend decades behind bars.
