CHARLOTTE, N.C. – A multi-year drug operation peddling methamphetamine across four North Carolina counties has been dismantled, with five individuals now facing potentially life-altering federal charges. The bust, announced today by Acting U.S. Attorney William T. Stetzer, exposes a network that allegedly flooded Buncombe, Burke, Catawba, and McDowell Counties with the deadly drug.
The indictment names Charles Ray Hildebran, 46, of Hickory, N.C.; Phillip Anthony Godfrey, 47, of Newton, N.C.; Jeffrey Ben Pavkovich, 52, of Gainesville, Georgia; Britton Nicole Metcalf, 34, of Morganton, N.C.; and Billy Dean Potter, 36, of Hickory, N.C. All five are charged with conspiracy to traffic methamphetamine, alongside counts of possession with intent to distribute and/or distribution of the drug. Hildebran, Godfrey, Pavkovich, and Metcalf also face serious firearms offenses, suggesting a willingness to escalate violence to protect their operation.
Federal prosecutors allege the conspiracy stretched from at least 2018 through October 2021. The indictment details multiple drug sales, painting a picture of a persistent and widespread operation. Law enforcement didn’t just find drugs; the investigation yielded a chilling haul: 20 illegal firearms, a significant quantity of narcotics, and over $100,000 in cash. This wasn’t a small-time operation – it was a sophisticated criminal enterprise.
The charges against Charles Ray Hildebran are particularly severe. He faces a potential sentence of 10 years to life in prison, plus a maximum $10,000,000 fine, on the methamphetamine conspiracy charge alone. Additional charges include distributing methamphetamine (5 grams or more actual, carrying a 5-40 year sentence and $5,000,000 fine), possessing with intent to distribute (ranging from 500 grams mixture to 50 grams actual, both carrying 10 years to life and a $10,000,000 fine), and distributing again (50 grams or more actual and 500 grams or more mixture – 10 years to life and a $10,000,000 fine). He also faces 5-life in prison consecutive to any drug sentence for possessing firearms during the crimes, and another 10 years for being a felon in possession of a firearm.
Phillip Anthony Godfrey mirrors Hildebran’s charges, also facing the potential for life in prison for the conspiracy, alongside possession with intent to distribute methamphetamine (50 grams or more actual and 50 grams or more). Remember, these are allegations, and each defendant is presumed innocent until proven guilty beyond a reasonable doubt.
The successful takedown was the result of a coordinated effort from a dozen agencies, including the Drug Enforcement Administration (Charlotte & Atlanta), Department of Homeland Security-Homeland Security Investigations, Bureau of Alcohol, Tobacco, Firearms, and Explosives, and multiple North Carolina and Georgia law enforcement entities. Assistant United States Attorney Christopher Hess is leading the prosecution. This case serves as a stark reminder that federal agencies are actively working to dismantle drug trafficking networks and bring those responsible to justice.
