PORTLAND, Ore.—A Hillsboro woman, 19-year-old Samuel A. Westcott, made her first court appearance today after a chilling incident of assault against a federal officer near an ICE office in South Portland.
According to court documents, on October 12, 2025, Westcott physically resisted attempts by federal officers to clear the way for vehicles exiting the facility. The confrontation escalated when Westcott engaged with the officers, kicking one several times while she was being detained. She was swiftly arrested for assaulting a federal officer.
‘We will not tolerate violence against federal law enforcement officers. Any assault on those who serve and protect our communities is an assault on the rule of law,’ said Scott E. Bradford, U.S. Attorney for the District of Oregon.
This incident comes amidst a series of aggressive federal actions against crimes committed at the ICE building since June 13, 2025, with 33 defendants charged with various offenses, including assaulting federal officers, failure to comply, and depredation of government property.
In court today, Westcott was released on conditions pending further proceedings. If convicted, she faces up to eight years in federal prison for the felony charge of assaulting a federal officer. A criminal complaint is merely an accusation, and Westcott is presumed innocent unless proven guilty.
