Failure to register as a sex offender has landed a Parmelee, South Dakota, man in federal prison. William Henry Horse Looking, age 40, was sentenced to two months in federal prison, six months of home confinement, five years of supervised release, and a special assessment to the Federal Crime Victims Fund in the amount of $100.
Horse Looking was indicted by a federal grand jury on March 9, 2021, and pled guilty on November 22, 2021. The charges stem from his failure to properly register as a sex offender and update his registration between October 20, 2020, and January 6, 2021.
As a person required to register under the Sex Offender Registration and Notification Act, and a sex offender by reason of conviction under Federal Law, Horse Looking was obligated to comply with the registration requirements. His failure to do so has resulted in serious consequences, including a federal prison sentence.
The case was investigated by the U.S. Marshals Service, and Assistant U.S. Attorney Cameron J. Cook prosecuted the case. Acting United States Attorney Dennis R. Holmes announced the sentencing, which was handed down by Chief Judge Roberto A. Lange, U.S. District Court, on November 22, 2021.
Horse Looking was ordered to self-surrender to the U.S. Marshals Service in Pierre, South Dakota, by 2:00 p.m. on Wednesday, December 1, 2021. This sentence serves as a reminder of the importance of complying with registration requirements for sex offenders.
The sentencing of William Henry Horse Looking highlights the ongoing efforts of law enforcement to ensure that sex offenders comply with registration requirements. The U.S. Marshals Service and the Department of Justice will continue to work together to investigate and prosecute cases of failure to register as a sex offender.
