HOUSTON – A federal judge has sentenced three locals to prison for their roles in a massive bail bond fraud conspiracy that endangered the justice system and public safety.

Kamaiga Gholar, 31, James Bateson, 46, and Katherine O’Brien, 26, were convicted of conspiracy and wire fraud after a trial. They falsified documents to manipulate Harris County’s bail bond system, securing pretrial release for repeat offenders and violent criminals.

“This fraudulent scheme attacked the integrity of the bail bond system,” stated U.S. Attorney Nicholas J. Ganjei. “The Southern District of Texas will not tolerate attempts to undermine public confidence in our judicial system.”

From September 2020 to January 2022, the trio falsified paystubs to enable inmates to qualify for bonds facilitated by AABLE Bail Bonds. The inmates had charges ranging from aggravated assault and firearms possession to drug trafficking and promoting prostitution.

The court heard evidence of Gholar’s admission to passing falsified paystubs in support of an inmate’s bond paperwork, Bateson’s false co-signing, and O’Brien’s role in creating numerous fraudulent applications, including one using her own relative’s name without consent.

Judge Lee H. Rosenthal will impose sentences on December 31, with each defendant facing up to 20 years in prison and a $250,000 fine per count. The investigation was conducted by the FBI, Houston Police Department, Harris County Sheriff’s Office, Texas Department of Public Safety, and U.S. Marshals Service.

So far, 53 people have been charged in this case, with 26 already convicted through plea or trial.
