Timothy J. Collar (64), a bear hunting guide in northern Oconto County, Wisconsin, has been hit with a $3,000 fine and a 12-month ban from hunting after being convicted of illegal bear baiting on federal property. The conviction stems from Collar’s placement of oversized plastic bait barrels in the Chequamegon-Nicolet Forest, a move aimed at attracting bears for hunting purposes.
Acting United States Attorney Richard G. Frohling announced that the offense occurred in preparation for the 2023 bear hunting season, with Collar’s actions causing significant damage to natural resources in order to access the bait sites.
Collar’s ban will extend through the 2025 Wisconsin bear hunting season, which runs from September 3rd to October 7th. The United States District Judge Byron B. Conway handed down the sentence on August 15, 2025.
According to court records, Collar’s bait barrels were uncapped and placed close to public roads, significantly increasing the risk of public safety issues. The Wisconsin Department of Natural Resources and the United States Forest Service conducted the investigation that led to Collar’s conviction.
