BALTIMORE, MD – Terrell Ridgley, 34, of Perry Hall, Maryland, is headed to federal prison for over seven years after being convicted of dealing deadly fentanyl. U.S. District Judge Adam B. Abelson handed down the 87-month sentence today, followed by three years of supervised release. Ridgley was a key cog in a drug trafficking organization (DTO) run by co-defendant Tyon Bailey, according to federal prosecutors.
The case, spearheaded by U.S. Attorney Kelly O. Hayes and a multi-agency task force including the DEA, Baltimore Police Department, and Maryland Department of Public Safety and Correctional Services, unraveled a significant fentanyl distribution network operating in the Baltimore area. Evidence presented in court revealed Ridgley’s direct involvement in the organization’s activities throughout late 2023 and early 2024. Undercover agents repeatedly purchased fentanyl from Bailey, while surveillance teams documented Ridgley’s consistent presence alongside Bailey and other members of the DTO.
Things began to unravel for Ridgley on January 3, 2024, when law enforcement observed him leaving a vehicle with what appeared to be narcotics concealed in his sweatshirt. A subsequent K-9 search of his vehicle confirmed the presence of drugs. The situation escalated dramatically on February 12, when Ridgley crashed his car on I-695. He then rendezvoused with Bailey and another associate at an auto repair shop, where authorities swooped in and seized approximately 250 grams of fentanyl, 100 grams of cocaine, a substantial amount of cash, and jewelry – all linked to Bailey. A loaded Glock 23 with 23 rounds was also recovered from a vehicle used by the group.
Federal investigators continued to build their case, utilizing a court-authorized wiretap. In August 2024, they intercepted conversations between Ridgley and Bailey discussing the distribution of “blue stuff” – a clear reference to the blue-powdered fentanyl being sold to undercover agents. The final blow came on October 3, when a search warrant was executed at Ridgley’s Perry Hall residence. Investigators caught Ridgley in the act of flushing a purple fentanyl mixture down the toilet, managing to salvage some of the evidence. The search also uncovered bags containing fentanyl mixtures in various colors, along with cutting agents used to prepare the drug for street-level distribution. In total, over 400 grams of fentanyl and cocaine were seized from the residence.
Ridgley ultimately admitted to possessing the fentanyl with the explicit intent to distribute it. The prosecution is part of the Department of Justice’s Organized Crime Drug Enforcement Task Forces (OCDETF) Strike Force Initiative, a collaborative effort aimed at dismantling major drug trafficking organizations. The Baltimore Strike Force, comprised of multiple federal and local agencies, focuses specifically on reducing violent crime, drug-related offenses, and gang activity in the Baltimore region.
Sentencing hearings for Ridgley’s co-defendants, Tyon Bailey and Jaron Rhodes, are scheduled for September 24th and October 15th, respectively.
