TURTLE CREEK, PA – Iklas Richard Davis, 38, is headed to federal prison for more than four years after being sentenced by United States District Judge Nora Barry Fischer. The conviction stems from a case riddled with illegal firearms and a connection to a known identity thief, exposing a dangerous combination of offenses in the quiet Pittsburgh suburb.
Davis initially pleaded guilty after a three-day trial in November of last year, as the government rested its case. The feds first raided Davis’s home and vehicle back in July 2016, uncovering a cache of firearms and ammunition. Among the weapons was a particularly disturbing AR-15 assault rifle, engraved with the chilling phrase “Let it Rain” and adorned with skull graphics. Authorities also found extended magazines containing forty rounds – enough firepower for a sustained attack.
This wasn’t a one-time incident. Despite being released on bond after an initial charge brought by the Wilkins Township Police Department, Davis continued his illicit activity. The U.S. Secret Service, working alongside the Allegheny County Police, dug deeper, discovering that Davis and his housemate, Quinyahta Rochelle, were actively involved in a complex web of identity theft. Rochelle is already a convicted celebrity hacker and faces additional firearms charges.
On October 12, 2017, law enforcement descended again, executing both arrest warrants for the prior firearms offenses and new search warrants related to the burgeoning identity theft investigation. This time, they found another loaded firearm hidden in the master bedroom closet, along with a significant stockpile of ammunition and a bulletproof vest. Davis readily admitted ownership of this weapon, leading to a second federal indictment for being a felon in possession of a firearm. Both cases were combined for trial, which kicked off on November 5, 2018.
The prosecution, led by Assistant United States Attorneys Brendan T. Conway and Nicole Vasquez Schmitt, successfully argued that Davis posed a clear and present danger to the community. The investigation was a collaborative effort, involving the Secret Service, FBI, ATF, Allegheny County Police Department, and Wilkins Township Police Department – a testament to the multi-agency approach required to tackle complex criminal enterprises like this one.
This case was prosecuted under Project Safe Neighborhoods (PSN), a Department of Justice initiative focused on reducing violent crime. PSN targets the most dangerous offenders while simultaneously investing in local prevention and reentry programs. While a prison sentence for Davis offers immediate relief, the underlying issues of firearms proliferation and identity theft remain a persistent threat, demanding continued vigilance from law enforcement and a proactive approach to community safety.
