TUCSON, Ariz. – Victoria Totten, the 72-year-old insurance swindler from Green Valley, was handed a 21-month prison sentence on Tuesday by United States District Judge Jennifer G. Zipps for her despicable scheme targeting elderly clients.
In what can only be described as an act of financial thievery, Totten pleaded guilty to Mail Fraud on November 8, 2023. For years, she had been taking advantage of her victims’ trust, using her licensed insurance agent status as a cloak for her criminal activities.
Her modus operandi was simple yet devastating: by deceitfully over-collecting insurance premiums and falsely representing policy terms, Totten siphoned off funds meant for insurance companies. She claimed that early payments would secure lower rates, but instead kept the money for herself, paying off her own insurance premiums and other personal debts with the ill-gotten gains.
Further complicating matters, Totten used a P.O. box on insurance paperwork to ensure correspondence from insurers went directly to her, thereby keeping her victims in the dark about their own policies. The court’s order for $114,781 in restitution only begins to right the wrongs she committed against her unsuspecting clients.
