Ralph Herman Fox Jr., 61, of Graceville, Florida, was sentenced yesterday to 360 months in federal prison for the production of child pornography, a grim chapter in a case rooted in the sexual abuse of two young girls over the course of nearly a year. The sentence, handed down in U.S. District Court in Panama City, marks the end of a disturbing investigation that exposed a predator operating in plain sight.
Fox pleaded guilty on December 4, 2017 — the very first day of his trial — after forensic examination of his cellular telephone revealed multiple video screen shots of him sexually assaulting one of the victims. The digital evidence, collected through a joint investigation, showed the abuse occurred repeatedly, sometimes while other children were present in the same room, amplifying the trauma and horror of the crimes.
The case began in September 2016 when a concerned citizen tipped off the Jackson County Sheriff’s Office about Fox’s predatory behavior. That tip triggered a forensic dive into Fox’s devices, which quickly turned up irrefutable proof of his crimes. Authorities found the digital footprint of abuse that spanned approximately 12 months, capturing acts too depraved for most to comprehend.
U.S. Attorney Christopher P. Canova emphasized the courage of the 11-year-old victim who came forward, stating, “The bravery of the 11-year old victim in this case exposed a predator, and her courage in coming forward helped protect other children from abuse. The sentence imposed on Fox sends a strong message that those who take advantage of our innocent children will pay a steep price.”
James C. Spero, Special Agent in Charge of HSI Tampa, called the crime “deviant” and “beyond comprehension.” He praised the collaboration between federal and local law enforcement, adding, “Together with our partners at the Jackson County Sheriff’s Office, our greatest hope is that today’s sentencing will play a part in the recovery of his young victims.”
The investigation was led by U.S. Immigration and Customs Enforcement’s Homeland Security Investigations and the Jackson County Sheriff’s Office. Assistant U.S. Attorney Christopher J. Thielemann prosecuted the case. The U.S. Attorney’s Office for the Northern District of Florida continues to prioritize the prosecution of child exploitation cases across the region.
