HOUSTON, TX – Fifteen individuals are facing federal charges after authorities cracked a wide-ranging drug trafficking operation that allegedly flooded Houston streets with methamphetamine, cocaine, heroin, and other narcotics. The operation, exposed by a joint task force including ATF, ICE-HSI, and the Houston Police Department, also involved illegal firearms, according to a 29-count indictment unsealed today.
The indictment details how the organization allegedly imported 29 kilograms of methamphetamine directly from Mexico in June 2023, seized by U.S. Customs and Border Protection agents. Beyond direct imports, the ring reportedly utilized a disturbingly versatile distribution network, employing drug houses scattered throughout Houston neighborhoods and, shockingly, a taco truck to store and move illicit goods. The operation didn’t stop at hard drugs; authorities allege the group also dealt in powder cocaine, crack cocaine, heroin, oxycodone, Xanax, psilocybin mushrooms, and marijuana.
“As alleged, this drug trafficking organization imported methamphetamine directly from Mexico and used the U.S. mail, a taco truck, and homes in different Houston neighborhoods to distribute and sell methamphetamine and other dangerous drugs,” stated Matthew R. Galeotti, Head of the Justice Department’s Criminal Division. “Several of the defendants are also alleged to have used firearms in furtherance of their narcotics trafficking and illegally possessed firearms despite having previously been convicted of felonies.”
U.S. Attorney Nicholas J. Ganjei for the Southern District of Texas emphasized the importance of border enforcement in dismantling such operations. “Some of the charges indicate methamphetamine was alleged to have been sourced from Mexico, and thus this investigation highlights why this office’s enforcement efforts on the border are so critical,” Ganjei said. “The Southern District of Texas will do everything it can to prevent narcotics from entering our country and will be relentless in apprehending those that would distribute drugs in our communities.”
Among those indicted are James Michael Brewer, also known as Creeper, 33; Jonathan Alvarado, also known as Joker, 28; Hector Luis Lopez, also known as Capulito, 23; Alfredo Gomez, also known as Fredo, 26; and Victor Norris Ellison, 35, all of Houston. These five face the most severe penalties, with each facing a mandatory minimum of 15 years in prison and a potential life sentence if convicted on the combined drug trafficking and firearm charges. The remaining ten defendants, all Houston residents unless otherwise noted, face a minimum of 10 years behind bars upon conviction for drug trafficking offenses.
“For years, the transnational criminal organization allegedly operated by these gang members has brazenly flooded our local communities with deadly narcotics,” said Special Agent in Charge Chad Plantz of Immigration and Customs Enforcement – Homeland Security Investigations (ICE-HSI) Houston. “Working in conjunction with the Houston Police Department (HPD) and our Organized Crime Drug Enforcement Task Forces (OCDETF) partners, we were able to expose and dismantle their drug trafficking scheme, eliminating a significant contributor to violent crime in the area and saving an untold number of Houstonians from becoming addicted.” The investigation remains ongoing, and authorities haven’t ruled out further arrests.
