James John Hall, Explosives Trafficking, Zephyrhills FL, 2022

ZEPHYRHILLS, FL – James John Hall, 34, of Zephyrhills, Florida, is facing a decade behind bars on each of three federal charges after allegedly attempting to sell a homemade pipe bomb and a Glock 17 pistol to an undercover informant. The arrest, announced Wednesday by U.S. Attorney Roger B. Handberg, paints a chilling picture of a man openly discussing his intent to use explosive devices for violence.

According to court documents, Hall contacted a man he’d previously sold firearms to on November 1st and 2nd, offering the “pipe bomb” he’d constructed. Disturbingly, Hall reportedly confessed to harboring plans to target an individual he felt animosity towards. Unbeknownst to Hall, the man was a confidential informant working with the Pasco Sheriff’s Office, who immediately alerted the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

The sting operation culminated on the evening of November 2nd, when an undercover Pasco Sheriff’s detective met with Hall and purchased the device, along with the Glock 17. Hall didn’t stop there. When pressed about future availability, he chillingly stated he “had enough to build six more now.” Even more damning, Hall admitted the bomb was designed with a magnet on the bottom “meant for somebody else,” implying a pre-selected target.

ATF bomb technicians immediately disassembled the suspected destructive device, revealing a sealed metal pipe packed with pyrotechnic powder and a fuse. The device was also taped to additional explosive materials. Investigators confirmed Hall had no record in the National Firearm Registration and Transfer Record, making possession of the device illegal. The ATF’s meticulous examination confirmed the device was, in fact, a functional and dangerous explosive.

Hall is now charged with one count of unlicensed distribution of explosive materials, one count of possession of an unregistered destructive device, and one count of unlawful making of a destructive device. Each count carries a potential sentence of up to 10 years in federal prison. The case is being prosecuted by Assistant United States Attorney Samantha Newman, and is part of the Department of Justice’s Project Safe Neighborhoods (PSN), a program aimed at reducing violent crime.

While a criminal complaint is not a conviction, and Hall is presumed innocent until proven guilty, the details revealed by investigators are deeply concerning. This case highlights the ongoing threat posed by individuals illegally manufacturing and distributing dangerous explosives, and the crucial work of agencies like the ATF and local law enforcement in preventing potential tragedies. The investigation involved the Tampa Police Department and the Hillsborough County Sheriff’s Office, underscoring a coordinated effort to combat violent crime in the region.
