Tampa, Florida – A shocking case of child exploitation has come to light in Tampa, as 52-year-old James Oxley, a registered sex offender, has been indicted for transporting and possessing child sex abuse material.
According to court documents, Oxley entered the Tampa seaport on a cruise ship on December 22, 2024, after traveling to two destinations in Mexico. Between December 17 and 22, 2024, Oxley transported child sex abuse material on his cellphone, which was seized by agents from U.S. Customs and Border Protection.
A search of the cellphone revealed images and videos of child exploitation, including minors under 12 years of age. Oxley also possessed AI-generated images that appeared to depict minors engaged in sexually explicit conduct.
Oxley’s indictment includes charges of transportation and possession of child sex abuse material, as well as possession of obscene visual depictions of minors engaging in sexually explicit conduct.
As a registered sex offender, Oxley has a previous conviction in 2012 for three counts of possessing images showing the sexual performance by a child, in violation of Florida state laws.
If convicted, Oxley faces a maximum penalty of 40 years in federal prison for transporting child sex abuse material and up to 20 years in federal prison for the possession offense. The indictment also notifies Oxley that the United States intends to forfeit his cellphone, which was used in the commission of the offense.
An indictment is merely a formal charge that a defendant has committed one or more violations of federal criminal law, and every defendant is presumed innocent unless, and until, proven guilty.
This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.
