WATERLOO, IA – Jeremy Moore, 39, of Waterloo, Iowa, is facing nearly two decades behind bars after being sentenced to 210 months (17 years and 6 months) in federal prison for receiving child sexual abuse material. The sentence, handed down by Chief United States District Court Judge C.J. Williams in Cedar Rapids, adds to an already extensive criminal history and represents a grim repeat offense for the predator.
Moore pleaded guilty on January 31, 2025, to one count of receipt of child pornography, admitting to receiving the illicit material between January 2023 and April 2024. This wasn’t a spur-of-the-moment offense. Investigators discovered Moore possessed an unauthorized phone while residing in a Waterloo halfway house following his 2008 conviction for interstate transportation of child pornography. A forensic examination of that phone revealed a trove of disturbing images.
The rot didn’t stop there. While on supervised release for his previous conviction, officers from the United States Probation Office executed a search of Moore’s home in 2024. They found another phone – one Moore conveniently failed to disclose to his probation officer and that wasn’t being monitored as required. A deeper dive into the contents of this second device unearthed over 600 images of child sexual abuse material, including depictions of victims under the age of 12 and content displaying sadistic and masochistic acts.
Judge Williams didn’t just punish Moore for the new charge. An additional eighteen months were tacked onto his sentence for violating the terms of his supervised release. The violations were numerous: possessing child sexual abuse material, failing to comply with sex offender registration requirements, skipping mental health treatment, refusing substance abuse testing, and obstructing phone monitoring by the probation office. It’s a pattern of blatant disregard for the law and a clear indication of continued dangerous behavior.
Moore is now in the custody of the United States Marshals Service awaiting transfer to a federal prison. He’s also been ordered to pay $27,000 in restitution to victims. Following his release, Moore will face a 10-year term of supervised release – a small consolation, considering the irreparable harm inflicted on the children depicted in the images. Remember, there is no parole in the federal system.
