Jeremy Moore, Receipt of Child Sexual Abuse Material, Iowa 2023

WATERLOO, IA – Jeremy Moore, 39, of Waterloo, Iowa, is headed back to federal prison after receiving a 210-month sentence (17 years and 6 months) for receiving child sexual abuse material. Chief Judge C.J. Williams of the United States District Court for the Northern District of Iowa handed down the sentence in Cedar Rapids, along with an additional 18 months for violating the terms of his supervised release from a prior conviction.

Moore, a repeat offender, was initially convicted of interstate transportation of child pornography in 2008. Released and placed on supervised release, he quickly fell back into criminal behavior. Between January 2023 and April 2024, investigators discovered Moore possessed a contraband phone while residing in a Waterloo halfway house. A forensic examination of that device revealed a disturbing cache of illegal images.

The investigation didn’t stop there. Later in 2024, a search of Moore’s home by U.S. Probation Officers uncovered another hidden phone. Moore had deliberately concealed the device from his probation officer, violating multiple conditions of his supervision. A forensic review of this second phone revealed over 600 images and videos of child sexual abuse, including depictions of victims under the age of 12, and graphic, sadistic content. The sheer volume and depravity of the material painted a grim picture of Moore’s obsession.

Beyond the possession of illicit material, Moore was found to be in violation of his supervised release for failing to comply with sex offender registration requirements, skipping mandated mental health and substance abuse treatment, and obstructing monitoring of his communications. Judge Williams made it clear: Moore’s repeated disregard for the law and the safety of children would not be tolerated.

Moore has been ordered to pay $27,000 in restitution to victims and will serve a 10-year term of supervised release following his prison sentence. There is no parole in the federal system, meaning Moore will serve the entirety of his 210-month term. He is currently in the custody of the United States Marshals awaiting transport to a designated federal prison facility.

This case was brought as part of Project Safe Childhood, a national initiative dedicated to combating the exploitation and abuse of children. Assistant United States Attorney Anthony Morfitt prosecuted the case, with crucial investigative work conducted by the U.S. Probation Offices for the Northern and Eastern Districts of Iowa, the Iowa Division of Criminal Investigation, and the Federal Bureau of Investigation.
