Jarrett Lee Vann, Coercing and Enticing a Minor, Missouri 2022

An El Dorado Springs, Missouri man with a history of child sex crimes has been sentenced to 35 years in federal prison for making plans to coerce a child for illegal sexual activity. Jarrett Lee Vann, 49, was sentenced by U.S. Chief District Judge Beth Phillips to 35 years in federal prison without parole, followed by a lifetime on supervised release.

Vann pleaded guilty in October 2022 to one count of coercing and enticing a minor to engage in illegal sexual activity and one count that charges additional penalties for registered sex offenders. At the time of the offense, Vann was required to register as a sex offender due to a federal conviction for receiving or distributing child pornography in the District of Idaho.

According to court documents, Vann engaged in an online conversation with an undercover federal agent, whom he met in a chat room on the dark web, in November 2021. The conversation continued through a mobile instant messaging application until February 2022. Vann expressed interest in engaging in sexual acts with the purported four-year-old daughter of the undercover agent and discussed graphic details about specific sex acts, dressing her up like a bride, keeping souvenirs of his rape of the purported child, and having the undercover agent show her “daughter” pornography so that she would be prepared for the sexual encounters.

Vann claimed to have had many relationships with “young girls,” from three years old to 15 years old, and said his favorite ages were four to five years old. He admitted to emailing with an individual he believed to be a minor, sending nude images to individuals he believed to be minors, and chatting with others about exploiting children.

The investigation was led by Homeland Security Investigations and the Southwest Missouri Cyber Crimes Task Force. Project Safe Childhood, a nationwide initiative launched in 2006 to combat child sexual exploitation and abuse, also assisted in the case.

Vann has a history of child sex crimes, having been convicted of possessing sexually exploitative material in 2008 and receiving a 10-year sentence in Idaho state prison. He was also convicted in the District of Idaho for receiving or distributing child pornography and sentenced to 78 months in federal prison. His supervised release was revoked after child sexual abuse material was found on his electronic devices.

Assistant U.S. Attorney Stephanie L. Wan prosecuted the case, and U.S. Chief District Judge Beth Phillips handed down the sentence. This case is a stark reminder of the ongoing threat of child sex crimes and the importance of continued efforts to combat this epidemic.
