Local Man Sentenced to 20 Years for Sex Trafficking Conspiracy

A Maryland man has been sentenced to 20 years in prison for his role in a sex trafficking conspiracy. Jean Claude Roy, also known as Dredd the Don, was convicted in 2014 of conspiracy to commit sex trafficking by force, fraud and coercion, among other charges.

A jury found Roy guilty of three counts of interstate transportation for the purpose of prostitution and one count of witness and evidence tampering. The jury acquitted him of one count of sex trafficking and two counts of attempted sex trafficking by force, fraud and coercion.

The case involved numerous victims who recounted their fear of Roy, detailing instances of physical and sexual abuse, threats, tattoo branding, and Roy’s bragging of beating a murder charge years prior in Massachusetts. One victim testified that Roy told her, ‘If he could kill a man, who’s gonna care about a prostitute.’

Victims also described how Roy possessed guns and prostituted women in Maryland, Virginia, and North Carolina. The trial evidence showed that while Roy was in jail on related state charges, he called a family member and had them access online accounts and storage services to erase evidence related to these charges.

The Maryland Human Trafficking Task Force, formed in 2007, investigated the case. The task force includes federal, state, and local law enforcement, as well as victim service providers and local community members. U.S. Attorney Rod J. Rosenstein praised the work of law enforcement agencies in identifying and prosecuting human traffickers. He noted that Roy preyed on vulnerable young women and that law enforcement will continue to work to protect victims and bring perpetrators to justice.

Jean Claude Roy, 31, of Germantown, Maryland, was sentenced to 240 months in prison followed by 10 years of supervised release. The case was investigated by ICE HSI Baltimore and the Montgomery County Police Department. Assistant U.S. Attorney Kristi N. O’Malley and Trial Attorney William E. Nolan prosecuted the case.
