Jefferson Parish Deputy Gets 92 Years for Civil Rights Violations
Former Jefferson Parish Sheriff’s Deputy Mark Hebert, 49, has been sentenced to 92 years in prison for a series of crimes, including civil rights violations, bank fraud, and aggravated identity theft. Hebert stole a victim’s debit card and other items after responding to a car accident.
Hebert’s crimes began on August 2, 2007, when he responded to an automobile accident involving Albert Bloch and stole Bloch’s debit card and other items. Over the next few months, Hebert used Bloch’s debit card to make unauthorized purchases and withdraw funds from Bloch’s bank account.
Even after Bloch filed a dispute with the bank and the bank cancelled the debit card, Hebert continued his scheme to defraud by negotiating and attempting to negotiate forged checks drawn from Bloch’s account. Hebert also obtained a replacement debit card that the bank sent to Bloch’s address, and used that card to make further unauthorized transactions at ATMs.
The investigation into Hebert’s crimes was a collaborative effort between the FBI, the Jefferson Parish Sheriff’s Office, and the U.S. Attorney’s Office. U.S. District Judge Jane Triche Milazzo issued the sentence, ordering Hebert to pay $13,215.22 in restitution to the bank and the estate of the victim.
During the five-year term of supervised release following his imprisonment, Hebert will be under federal supervision and risks an additional term of imprisonment if he violates any terms of his supervised release.
The government’s case against Hebert was led by Acting Assistant Attorney General Vanita Gupta, U.S. Attorney Kenneth A. Polite Jr., Special Agent in Charge Michael J. Anderson of the FBI New Orleans Field Office, and Sheriff Newell Normand from the Jefferson Parish Sheriff’s Office. They hailed the sentence as a victory in the fight against corruption and abuse of power.
Hebert’s crimes have left a lasting impact on the community, and his sentence serves as a reminder that those who abuse their power will be held accountable. The successful collaboration of local and state law enforcement agencies in this case will continue to be a top priority in the fight against corruption and abuse of power.
